一、事前準備

Understanding alert levels

🟡 水災預警(Flood Alert)Flood Alert

  • 含義:地勢較低的土地和道路可能發生淹水
  • Meaning: Flooding is possible in low-lying land and roads
  • 行動:保持警惕,監測天氣預報;準備好應急包及防水措施,移動室外家具
  • Action: Stay alert, monitor weather updates; prepare your flood kit and move outdoor furniture to safety

  • 含義:預計會發生淹水,需立即採取行動
  • Meaning: Flooding is expected — act now
  • 行動:將貴重物品移至樓上,安裝門擋板及通風磚蓋,準備疏散
  • Action: Move valuables upstairs, install door guards and air brick covers, prepare to evacuate

預計會發生嚴重淹水,對生命和財產構成重大風險。請立即配合緊急服務部門的指示,準備離開家園。

Severe flooding is expected and poses a significant risk to life and property. Follow emergency services instructions immediately and be ready to evacuate.

家居防水措施(事前準備)

Protecting your home (prepare in advance)

居住在風險區的住戶建議採取「物業水災韌性」(Property Flood Resilience, PFR)措施,分為「防止入水」和「減少入水後損害」兩類:

Households in flood-risk areas are advised to consider Property Flood Resilience (PFR) measures — these fall into two categories: keeping water out, and limiting damage if water does get in:

  • 安裝門擋板(Door guards)和通風磚蓋(Air brick covers),防止洪水從門縫或通風口滲入(在水深 0.3 米以下最為有效)
  • 安裝止回閥(Non-return valve),防止污水因水壓倒灌進屋
  • 選擇易於清洗的地板材料(如磁磚而非地毯),以減少災後修復難度
  • 將重要文件(護照、保險單等)存放於防水容器並置於樓上易取處
  • 準備應急包:手電筒、急救箱、藥物、防水衣物、飲用水及重要聯繫人名單
  • 知道電箱、煤氣及水錶的關掣位置
  • 確認家居保險涵蓋水災
  • Install door guards and air brick covers to stop water entering through gaps — most effective when water depth is under 0.3m
  • Install a non-return valve to prevent sewage backing up into your home under flood pressure
  • Choose easy-to-clean flooring (e.g. tiles rather than carpet) to reduce post-flood restoration costs
  • Store important documents (passport, insurance policies etc.) in a waterproof container upstairs and within easy reach
  • Prepare a flood kit: torch, first aid kit, medication, waterproof clothing, drinking water and key contact numbers
  • Know where to turn off your electricity, gas and water
  • Confirm your home insurance covers flooding

Part 2: During a Flood

要做Do

  • 收到警報即行動,唔好等水浸才走
  • Act as soon as a warning is issued — don't wait
  • 在安全的情況下,先關掉煤氣、電力及水的總開關,再離開(如已站在水中,切勿觸碰任何電器開關)
  • If safe to do so, turn off the gas, electricity and water at the mains before leaving — never touch switches while standing in water
  • 帶備72小時應急包、藥物及重要文件;記得帶走寵物
  • Take your 72-hour kit, medication, important documents and pets
  • 步行時避免涉水,6吋深洪水已可令人跌倒
  • Avoid walking through floodwater — just 6 inches can knock you over

唔好做Don't

  • 唔好駕車穿越洪水路段,30cm深水已可令車熄火;洪水中可能隱藏電線、破損井蓋或污染物
  • Never drive through floodwater — 30cm can stall a car; hidden hazards include live wires, broken manhole covers and contamination
  • 唔好觸碰洪水中的電線或電器
  • Never touch electrical items in floodwater
  • 如懷疑食水受污染,不要飲用。應先向水務公司或地方政府查詢,跟從其指引才使用
  • Do not drink tap water if you think it may be contaminated — follow your water supplier or local authority's advice before using it

三、水災後

Part 3: After the Flood

在官方宣佈安全之前,不要返回受災物業。洪水退後,牆壁及地板可能仍然帶有污染物,清理時需戴手套及口罩。

Do not return to your home until authorities confirm it is safe. Even after water recedes, walls and floors may be contaminated — wear gloves and a mask when cleaning up.

  • 拍照記錄所有損毀,丟棄受損物品前先標記水位線,然後立即通知保險公司
  • 重新開啟電力或煤氣前,必須由合格工程師進行安全檢查
  • 致電水務公司確認食水安全後才使用
  • 向地方議會查詢災後援助計劃
  • Photograph all damage and mark the waterline before discarding items; contact your insurer immediately
  • Before reconnecting electricity or gas, have a qualified engineer carry out a safety inspection
  • Only use tap water once your water supplier confirms it is safe to drink
  • Contact your local council about flood recovery support
